Medical and Health Professionals Council (MHPC)

Regulation of qualification and practice of medical and health professionals

  • Register medical and health professionals who are trained within and outside the country.
  • Regulate medical and Health Professionals and their Practices.
  • Inspect and monitor government and private healthcare centers.
  • Receive and investigate grievances related to medical and health professionals.
  • Develop/frame plans, policies, regulations, standards and guidelines.
  • Monitor competencies and skills of medical and health professionals.
  • Create awareness of rules, regulations, standards, and guidelines.


Regulation of medical and health education and professional development of medical and health professionals

  • License/register the Universities/Institutes/Colleges for training of medical and health professionals.
  • Recognize/accredit Universities/Institutes/Colleges outside the country for the training of medical and health professionals.
  • Review and validate curriculum for new programs.
  • Inspect and monitor premises (universities/colleges/institutes) where medical and health professionals are trained.
  • Approve and monitor Continuing Professional Development activities and allocate credits

In accordance with the endorsement of the 1st Governing Council meeting for Bhutan Qualifications and Professionals Certification Authority (BQPCA), Ministry of Education and Skill Development (MoESD) held on 4th July 2024, the following are the Technical Advisory Committee(TAC) members for MHPC:

  8. Mr. Prakash Pradhan, Specialist, MHPC, BQPCA (Co-opt member)

As the national agency to regulate and improve the quality of the MHPC programs, the Terms of Reference(ToR) for the TAC shall be the following, but not limited to:

  1. Offer technical advice and recommendations to MHPC for efficient regulatory enforcement
  2. Endorse SOPs for Registration, Certification services, and Continue Professional Development Services
  3. Endorse Scope of Practices and Guidelines for the Council
  4. Endorse/Revise National Competency Assessment Standards
  5. Review and validate Standards, Rules and Regulations for submission to the Governing Board
  6. Review and approve the continuing professional development programmes
  7. Constitute time-bound technical groups as and when necessary.
  8. Appoint Professional Ethics Committee and Inquiry Committee for medico-legal cases and other relevant sub-committees for any other issues.
  9. Any other matters

BMHC Regulations 2005 (Section 16.2) requires all registered medical and health professionals to accrue a minimum of 30 credits in five years to be eligible for the renewal of their registration.

Role of BMHC Secretariat in the current CPD system:

  • Two types of pathway:
    • Online CPD application for self-directed learning activities
    • CPD applications to be conducted in-country which requires prior approval from the Council
  • Validate the applicants’ CME contents/relevancy and approve the CPD applications in our Health Personnel Management System (HPMS).
  • Allocate credits as per the type of activity stipulated in the CME Creditable Activities, Guidelines on CME 2018.
