Introduction

The Bhutan Qualifications and Professionals Certification Authority (BQPCA) was established on January 9, 2023, following the Civil Service Reform Act of 2022 and a directive from the Royal Civil Service Commission (RCSC). Affiliated with the Ministry of Education and Skills Development (MoESD), the BQPCA oversees qualification accreditation, professional certification, and the national qualifications framework in Bhutan. Its responsibilities include monitoring education quality, awarding qualifications, and certifying professional practices.

This reform aims to streamline functions among regulatory bodies, reduce redundancy, optimize resources, and promote collaboration for more effective public service delivery. The BQPCA includes the following Councils:

  1. Medical and Health Professionals Council (MHPC)
  2. Higher Education Quality Council (HEQC)
  3. TVET Quality Council (TVET-QC)
  4. Engineering Professionals Council (EPC)

  1. Ensure Quality of Higher educational institutes and programmes.
  2. Ensure quality of TVET institutions and programmes.
  3. Ensure quality of medical and health institutions and programmes.
  4. Ensure quality of engineering  institutions and programmes.
  5. Ensure quality of professional  practices.
  1. Regulate quality of all types of Higher Education, TVET and Professional practices.
  2. Develop and enforce Regulations, Guidelines, Standards, Frameworks, and Standard Operating Procedures (SOPs).
  3. Serve as the National Information Centre (NIC) on Institutes, Qualifications, and Professionals.
  4. Promote and carry out research and publications.
  5. Address grievances and complaints through redressal mechanisms.
  6. Liaise with relevant national and international agencies/networks/ professional bodies.
  7. Custody of Bhutan Qualifications Framework.
