The Bhutan Qualifications and Professionals Certification Authority (BQPCA) was established on January 9, 2023, following the Civil Service Reform Act of 2022 and a directive from the Royal Civil Service Commission (RCSC). Affiliated with the Ministry of Education and Skills Development (MoESD), the BQPCA oversees qualification accreditation, professional certification, and the national qualifications framework in Bhutan. Its responsibilities include monitoring education quality, awarding qualifications, and certifying professional practices.
This reform aims to streamline functions among regulatory bodies, reduce redundancy, optimize resources, and promote collaboration for more effective public service delivery. The BQPCA includes the following Councils:
