Dr Ugyen Tshewang serves as the new Director of the Bhutan Qualification & Professional Certification Authority of Bhutan (BQPCA), Ministry of Education and Skills Development (MOESD) beginning from May 2024.  Prior to this, he served as one of the five Commissioners of the Royal Civil Service Commission (RCSC), Royal Government of Bhutan from April 2019 till the end of April 2024 which provided him extensive experiences and rich insights of public administration. With the collaboration and support of his able staff in the BQPCA and strong leadership from the Hon’ble Secretary who is also the Chairperson of the Governing Council (GC) of the BQPCA), the Director looks forward to enhancing the efficiency, effectiveness, and innovation of service delivery and shape the trajectory of BQPCA through regionalization and internationalization of the best practices.

The Director has been fortunate to complete all his higher education from Australia: Master’s degree from University of New England, Armidale; Postgraduate Diploma from University of Sydney, and PhD from Queensland University of Technology (QUT), Brisbane, Queensland.  He initially started his career as a young Officer in the Royal Civil Service Commission (RCSC) in 1994.
